Led by former Illinois Director of Insurance Jennifer Hammer, JWHammer helps clients navigate complex regulatory environments, strengthen relationships with regulators and policymakers, and achieve successful business outcomes. Jennifer Hammer served as the first woman confirmed as Director of the Illinois Department of Insurance, where she oversaw one of the nation's largest insurance markets, including market regulation, solvency, licensing, legal affairs, consumer services, enforcement, and receivership operations. During her tenure, she served as Chair of the National Association of Insurance Commissioners (NAIC) Property and Casualty Insurance Committee and worked closely with insurance commissioners, regulators, legislators, and industry leaders nationwide on emerging regulatory and public policy issues.
Prior to serving as Director of Insurance, Jennifer held several senior leadership positions in Illinois state government, including Deputy Chief of Staff for Policy in the Office of the Governor and Special Counsel to the Governor and Policy Advisor for Healthcare and Human Services. In those roles, she coordinated policy initiatives across state agencies and led efforts involving healthcare, insurance, Medicaid, and consumer protection programs.
Jennifer's private sector experience includes serving as Associate Vice President and Legal Counsel for Government Affairs at the Illinois Chamber of Commerce and practicing law with a focus on insurance, healthcare, business litigation, and legislative affairs.
JWHammer has successfully supported insurance and healthcare initiatives in multiple states and remains actively engaged with national organizations including the National Association of Insurance Commissioners (NAIC), the National Council of Insurance Legislators (NCOIL), and the National Conference of State Legislatures (NCSL).
